Florida native Judge David Bell has served as the chief executive officer of Personal Care Partners, LLC, in Gretna, Louisiana, since 2011. He manages daily operations at the regional healthcare company, overseeing scheduling, payroll, budgeting, market analysis, and growth initiatives. Under the leadership of Judge David Bell, Personal Care Partners has evolved from a $50,000 investment to a multi-million-dollar regional healthcare business.

Judge Bell also possesses nearly three decades of experience as a professor of political science and criminal justice. In his role as an adjunct professor at Southern University at New Orleans, he develops the syllabus and course structure for multiple classes. His extensive legal background includes several years as a managing partner at David L. Bell & Associates, LLC, a law firm in New Orleans, and five years as the chief judge of the Orleans Parish Juvenile Court.

Judge Bell received his juris doctor from Southern University Law Center in Baton Rouge, Louisiana. He is a member of Alpha Phi Alpha, the oldest historically African American intercollegiate fraternity in the nation, and a Dr. Martin Luther King Scholar and President's Scholar.
